Colleen Molter, President (Founder & Owner)
Ms. Molter is a highly acclaimed, publicly recognized Information Technology leader and provider of IT solutions to government agencies and Fortune 500 corporations for more than 25 years. As a Technology Manager and Entrepreneur with adept skills in Facilitation, Project Management, Enterprise Architecture and Development for large government and financial institutions, Colleen is the foundation for the growth and success of QED National. Ms. Molter is also a community leader and advocate for the small business community, actively serving on numerous advisory boards. She is currently an active member of the City of New York’s M/WBE Advisory Council, chair of the NYC Department of Education’s Career and Technical Education (CTE) IT Commission, and serves as a Certification Advisor to the Women Presidents’ Educational Organization.
Russell Kiernan, Director of IT Management Consulting and Information Security Services
Mr. Russell Kiernan is the Director of Management Consulting and Information Security responsible for the design and delivery of consulting services at QED National. With over 25 years of extensive experience as an IT Executive, Russ understands the business needs of QED National’s client base and transposes them into capabilities. He is highly skilled in numerous management and technology disciplines including: Enterprise Architecture, Information Security, Program & Project Management, PM/QA, and Quality Management. Throughout his career, Russ has developed, implemented and managed mature organizational capabilities and large-scale technology solutions.
Jessica Gary, Recruiting Operations Manager
Ms. Gary leads QED National’s Recruiting Operations, certifying all client requests for technical resources are appropriately prioritized and confirming that only fully vetted, qualified candidates are submitted within the requested timeframes. Her recruiting team built a database of over 35,000 professionals and successfully fills clients’ staffing requirements with thoroughly screened and highly qualified resources. Furthermore, Jessica’s responsibilities include generating recruitment strategies, streamlining vetting processes, and developing employees to deliver top-tier customer service and realize long-term corporate goals. Her substantial experience and innate leadership qualities attracts the best talent for QED National and its customers.
Richard Siemer, Government Industry Executive
Richard is a CIO level executive with extensive experience in public health and human services systems. Serving 9 years as CIO of the New York City Human Resources Administration, and over 33 years total, Mr. Siemer led the agency’s efforts toward shared services initiatives; including hardware, software and applications’ development initiatives to reduce costs and provide frameworks for making resources available across all human services agencies. As QED National’s Government Industry Executive, Mr. Siemer offers significant expertise and insight around how technology supports public sector (and specifically Health and Human Services) organizations. He has a history of innovative technology implementations which address customer needs and align with business objectives, and is a demonstrated leader in forging collaboration across City and State programs to realize projects of mutual benefit.
Dustin Molter, Director of Sales
Dustin is an experienced sales and management executive familiar with suiting the needs of QED National’s public and private sector clients. Supporting the requirements of QED National’s clients for nearly 8 years, Mr. Molter has worked with QED National customers across countless States, Cities, and Counties. Dustin provides strong expertise in understanding client business and IT objectives, and in ensuring client goals are achieved by devising appropriate IT solutions. Mr. Molter holds superior service standards for all interactions with QED National clients, and is regularly acknowledged by clients for his critical understanding and dedicated service level. As QED’s Director of Sales, Dustin oversees all sales and account management activities and recognizes the importance of efficient and ethical practices – ensuring complete client satisfaction by providing IT services and solutions that best meet customer requirements.
Jacqueline Bonaparte, Manager of Corporate Services
Ms. Jacqueline Bonaparte leads the administration of all human resources, consultant care and contract administration programs. This includes any contract compliance and reporting compliance requested by clients. Ms. Bonaparte has over 9 years of experience managing financial functions associated with contract execution for government and private industry IT Consulting engagements. Jacqueline has valuable expertise in tracking and managing client contracts and contract schedules, handling personnel extensions in a timely manner, overseeing the hiring and termination process for all workers, and coordinating candidate screening, reference checks, job extensions, new employee orientations and exit interviews. Furthermore, she ensures QED’s compliance with all federal, state, and local employment laws.
