Colleen Molter, President

As President, Owner and Founder of QED National, Ms. Molter is a highly acclaimed, publicly recognized Information Technology leader and provider of IT solutions to government agencies and Fortune 500 corporations for more than 26 years. As a Technology Manager and Entrepreneur with adept skills in Facilitation, Project Management, Enterprise Architecture and Development for large government and financial institutions, Colleen is the foundation for the growth and success of QED National. Ms. Molter is also a community leader and advocate for the small business community, actively serving on numerous advisory boards. She is currently a NYC Mayoral appointee for the City of New York’s M/WBE Advisory Council, co-chair of the NYC Department of Education’s Career and Technical Education (CTE) IT Commission, and serves as the Certification Advisor to the Women Presidents’ Educational Organization.

Russell Kiernan, Director of IT Management Consulting and Information Security Services

Russ brings a deep understanding of the business needs of QED National’s clients and effectively translates them into an actionable plan. With a career spanning more than 20 years, his areas of expertise include Information Security, Governance, Risk and Compliance, Enterprise Architecture, Program & Project Management, Systems Engineering & Development, and Quality Management. Russ has developed, implemented and managed enterprise-level solutions and organizational capabilities for some of the largest corporations and public sector agencies.

Jessica Gary, Recruiting Operations Manager

Jessica leads QED National’s Recruiting Operations and is a member of the Senior Management Team. As the day to day recruiting operations manager, Ms. Gary certifies that all customer requests are appropriately prioritized and that only fully vetted, qualified candidates are submitted within time-frames requested. Her team has built a database of over 30,000 professionals and successfully fills clients’ staffing requirements with thoroughly screened and highly qualified resources. Jessica’s responsibilities also include developing strategies, streamlining processes, and developing employees to deliver high quality customer service and to realize long term corporate goals.

Richard Siemer, Government Industry Executive

Richard  is a CIO level executive with extensive experience in public health and human services systems.  Richard has a history of innovative technology implementations that address customer needs and align with business objectives.  He is a demonstrated leader in forging collaboration across NY City and State programs to realize projects of mutual benefit. During 9 years as CIO at NYC HRA, he led the agency efforts toward shared services initiatives; including hardware, software and applications’ development initiatives to reduce costs and provide frameworks for making resources available across all human services agencies. Richard has consolidated over thirty mini data centers to one; implemented an infrastructure that provides appropriate levels of business continuity and high availability. Other successful collaborative applications initiatives include: New York Health Link, a Mayoral project providing online comparison of health insurance for small businesses and individuals; a number of telephone advancements, including voice over IP and interactive voice response systems, both yielding improved customer service and financial savings. He also established data sharing methods across NYC agencies and NYC not-for-profits in support of facilitated client eligibility review and program integrity and expanded the use of imaging by integrating with agency applications to leverage client documentation to improve agency business processes.

Chuck Weiss, Director of Sales

Chuck is responsible for sales and marketing at QED National. He is a Senior IT Sales Executive with over 25 years of sales and account leadership experience. He specializes in managing, developing and growing IT/professional services and teams throughout the county, and his expertise encompasses budget, large account management, managing multi-faceted delivery, recruiting and operations teams. Chuck has strong presentation experience, team leadership, executive engagement and innovative solutions, including with customers in the Public Sector, Financial Services, and Pharmaceutical and Insurance industries.
